Background
The Office of the OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States. The Office is staffed by the
High Commissioner; a Director; area teams comprising political, legal and project advisers/officers; and an administrative and support team (total 34 staff members).
Tasks and Responsibilities
Under the direction of the Senior Administrative Officer, the incumbent provides information management services to the HCNM where he/she manages the HCNM records system, maintains the library catalogue and the Office subscriptions. disseminates information through the
HCNM Office, updates the HCNM Intranet and website.

- Manages the HCNM s system of hard and soft copy files, in accordance with OSCE information management policies; ensure records are managed according to the retention and disposal schedule.
- Develops and maintains the HCNM library catalogue (Adlib); Maintains HCNM subscriptions to journals, news and online databases
- Maintains an archive collection of HCNM documents in accordance with OSCE guidelines.
- Contributes to the development of information management policies as part of the HCNM Information Management Working Group.
- Procures, manages inventory and disseminates HCNM publications
- Provides ongoing training to HCNM staff on information management;
- Participate in maintainance of the HCNM Intranet and website.
- Performs other duties, as required;

Necessary Qualifications
- Secondary education supplemented by formal studies in information science or library science. Additional course work in documentation control or archives
management;
- Minimum four years of experience in library and/or documents management;
- Computer literate with practical experience with Microsoft packages.
- Excellent written and oral communication skills in English and a good knowledge of one other of the official languages of the OSCE.
- Ability to work with people of different nationalities, religions and cultural backgrounds
Remuneration Package
- The position is shared with another 50 % Information Assistant.
Monthly remuneration, subject to social security deduction, is EUR 1.618.00 (12 times a year). OSCE salaries are exempt from taxation in The Netherlands.
Social benefits will include possibility of participation in the Van Breda medical insurance scheme and the OSCE Provident Fund.
