Function
The Archives, Library and Records Division (ALR) of the European Central
Bank's Directorate General Secretariat and Language Services:
manages the ECB's central archives and the library and holds the deposit
copy of all ECB publications;
provides electronic document and records management services and
provides staff with publications through a variety of media, as well as
external information services;
develops, implements and maintains policies and procedures for
information and records management, archiving, the library;
coordinates the selection of systems and tools for the library and for
document and records management, and provides related functional
training, maintenance and support;
supports the introduction and further development of Enterprise Content
Management (ECM), including collaboration tools for the ECB, the
Eurosystem and the European System of Central Banks (ESCB).
The Library section, which forms part of the Archives, Library and
Records Division, is a central services unit, which acquires and
provides both printed and electronic publications as well as external
information services for all business and research purposes to ECB
staff. It offers search and in-depth reference services, content
organisation and document delivery. It makes available library resources
through an electronic library information and management system and
through remote database access.
As a member of different functional teams within the Library, the
successful candidate will assist the Library team in day-to-day
operations that are part of the general library workflow, providing
reference desk services and in organising customer-oriented information
services on the Library's intranet portal. He/she will also participate
in projects related to the enhancement of content management tools.
The successful applicant will be entrusted with the following main
tasks:
Being responsible for all tasks related to circulation, in particular
all back office activities;
Collecting and analysing circulation statistics as performance
indicators and as a mean of collection development;
With joining an academic cooperative Library network (LIBISnet at the KU
Leuven) adapting circulation and other workflows to increase the level
of performance efficiency;
Participating in the acquisitions tasks for print and electronic
materials;
Participating in collecting and analysing acquisitions statistics as
performance indicators;
Participate in providing tailored information services to the Legal
Services of the ECB;
Participating in the evaluation and selection of new information
products and tools to enhance user services following recent market
developments;
Collaborating in Inter-Library loan and Document Delivery as well as
general reference desk duties under a rotational schedule;
Contributing to the development of the library concept in preparation of
the move to the New ECB Premises;
Assisting and training users in the use of library resources and
services;
According to workload requirements in peak times providing support to
the different functional teams;
Maintaining the Library Manual, mainly in the form of a WIKI, for the
circulation related parts.
Qualifications and experience
Applicants must have the following knowledge and competencies:
Qualification as a library assistant or comparable work experience of at
least three years in a library or information centres;
Expertise in the application of metadata for information retrieval
systems;
Profound knowledge of library standards (AACR2, MARC formats, Dewey
Decimal Classification, etc.) would be an asset;
Familiarity with ALEPH or equivalent library systems would be a distinct
advantage;
Knowledge of Internet technologies and searching techniques would be an
advantage;
Experience in information retrieval from legal and economic databases
would be an advantage;
Good command of English with proven drafting ability;
Good knowledge of at least one other official language of the EU;
Awareness and interest in the role and functioning of the ECB;
Experience in managing workflow processes;
Working knowledge of MS Office, in particular Word, Excel, PowerPoint
and Access;
User knowledge of enterprise resource planning systems such as SAP;
Knowledge of document management systems such as Livelink from OpenText.

Duration of contract / Closing date
Fixed-term contract from 01 October 2011 until 31 March 2013, which may
be extended subject to organisational need and performance.
